Andrea Wortzel’s practice focuses on water quantity and water quality issues, including water rights, water supply planning, and water withdrawal permitting, as well as discharge permitting and TMDL development and implementation. She coordinates a growing and influential stakeholder group focused on water supply issues in the Commonwealth of Virginia. Beyond her water practice, Andrea advises clients on endangered species issues, landfill permitting and compliance, waste permitting, environmental compliance and audit programs and environmental enforcement defense. Andrea also regularly counsels clients on legislative and regulatory strategies to promote her clients’ objectives.

Representative Matters

  • Provided solid waste permitting advice to new and expanding landfill operations.
  • Facilitated development of stakeholder group focused on Virginia water supply issues.
  • Advised clients in water withdrawal permit proceedings.
  • Represented intervenors in litigation regarding water allocation and the Endangered Species Act.
  • Counseled clients on environmental regulatory matters.
  • Negotiated resolution of enforcement cases.
  • Developed strategies for affected stakeholders in federal and state rulemaking proceedings and on legislative matters.
  • Developed and implemented environmental audit programs.
  • Presented cases for resolution in administrative proceedings.
  • Represented dischargers in Clean Water Act and Clean Air Act permit proceedings and appeals involving complex factual and legal issues.
  • Obtained critical path environmental permits for projects involving power plants, manufacturing facilities and water and wastewater plants.
  • Managed water enforcement actions for primary state environmental agency.
  • Advised Chesterfield County Planning Commission on legal matters relating to land use, zoning, and other local government legal issues.
