Troutman Sanders Names New Office Managing Partner

VIRGINIA BEACH, Va. - The law firm of Troutman Sanders LLP is pleased to announce that R.J. Nutter is the firm’s new office managing partner of the Virginia Beach and Norfolk, Va., offices of Troutman Sanders.

Nutter succeeds Tom Betz, who was managing partner for almost 20 years and will now focus on his legal practice full time. Since Betz took over as office managing partner in 1991, he has overseen tremendous growth. Under Betz, the firm, locally, has grown to two offices (Norfolk and Virginia Beach) with 32 attorneys.

“Tom has done a fantastic job of running the Norfolk and Virginia Beach offices over the past two decades,” said Nutter. “My goal is to add to his successes while continuing to grow our local presence and strengthening our current practice areas, including in the maritime, government contracts, labor and employment, real estate and land use, corporate, litigation and bankruptcy areas.”

Nutter’s legal practice at Troutman Sanders focuses on zoning, land use and environmental law, municipal corporations, commercial development, real estate investments and annexations. He has been selected in Best Lawyers in America, Super Lawyers and Legal Elite. Nutter is and has been the Chair of the firm's Zoning and Land Use Practice Group and is responsible for 25 attorneys in six of Troutman Sanders’ U.S. markets.

He is a frequent speaker on real estate, land use, and project finance with engagements before the Urban Land Institute, the Association of Defense Communities, the Local Government Attorneys Association, the Virginia Association of Zoning Officials and the American Planning Association. He has also assisted with Continuing Legal Education (CLE) accreditation for attorneys across the state.

Over the years, Nutter has been active in public service. He has been a member of the ULI Advisory Panel for Loudoun County and the Urban Land Institute; served on the Base Realignment & Closure (BRAC) Citizen Advisory Panel; served as chairman of the Zoning Subcommittee, Resort Area Advisory Commission; and has been on the board of directors for the Virginia Beach Court Appointed Special Advocates, the Virginia Beach Visions group, the Contemporary Arts Center of Virginia, and the Large Retail Task Force for the Virginia Beach City Council and he is currently a Board member of Virginia Beach Visions and The Sandler Center for the Performing Arts Foundation.

Nutter received a B.A. in 1974 and a J.D. in 1978 from the University of Richmond. Right after graduating from law school and before going into private practice, Nutter was the assistant city attorney for Virginia Beach.
