Todd represents and counsels utilities on state regulatory issues in the South and Southwest. In particular, Todd has considerable experience with the promotion of renewable generation, defending against allegations of imprudence at nuclear plants, and cost of service/return on equity issues. Todd also has great interest in the promotion of advanced technologies in electricity generation and has advised the Electric Policy Research Institute (EPRI) on ways state regulators can promote new technologies.

Advised Duke Energy Carolinas and Georgia Power in their respective 2007 retail rate cases.
Counsel to Georgia Power Company in its development of a co-location program for wireless carriers on transmission facilities.
Counsel to Georgia Power Company in allegations of imprudence related to unplanned outages at nuclear power plants.
Advised major investor-owned utility on regulatory matters related to Renewable Energy Portfolio Standards.
