Since 1972, Bob has concentrated his law practice in the energy field with major emphasis on electric utility regulatory and legislative matters and corporate transactions, including construction, asset sales and purchases, corporate mergers, acquisitions and spin-offs. Today Bob provides strategic business and policy counsel to utilities and other entities in the restructured domestic power and gas industries. He is currently advising public utility boards of directors and audit committees on corporate governance, compliance, disclosure and risk management issues.

Representative Experience
Drafted and successfully lobbied for enactment or amendment of Georgia statutes affecting utility regulation and deregulation, integrated resource planning, environmental protection, transportation, state revenue code, banking, insurance, employment and appropriations

Lead counsel in mergers and acquisitions of electric utilities and a railroad company

Lead counsel in the sale or purchase of more than 3,500MW of coal- and gas-fired and hydroelectric generating plants

Lead counsel for electric utilities in major wholesale rate, transmission, rulemaking, complaint and merger proceedings at Federal Energy Regulatory Commission since 1975

Corporate or regulatory counsel for electric utilities in proposals for privatization of power projects in Europe and Australia and for domestic power supply proposals

Lead counsel in the development of RFPs for long-term power purchases, evaluation of bids and negotiation of PPAs

U.S. counsel to the national transmission company of New Zealand in restructuring of national grid
