Representative Experience
Owen served 14 years on the House Armed Services Committee, was the ranking member of the Subcommittee on Military Research and Development, and also served on the Readiness Subcommittee and the MWR Panel.
As a member of the Armed Services Committee he worked closely with the military departments and took particular interest in the numerous military commands located in his congressional district including the Atlantic headquarters of the North American Treaty Organization (NATO) (Supreme Allied Commander, Atlantic, better known as SACLANT), and the headquarters of the U. S. Navy’s Atlantic Fleet CINCLANT (Commander-in-Chief, Atlantic Fleet), among others.
