Lisanne is a partner in the Energy practice group at Troutman Sanders.  She specializes in the regulation of natural gas and electricity, and represents a range of clients, including natural gas pipeline and storage companies, natural gas distribution companies and electric utilities, energy marketing companies, and generation owners.  She has extensive litigation experience before the Federal Energy Regulatory Commission and the U.S. Courts of Appeals, and has represented clients in a variety of administrative proceedings including ratemaking, certificates, complaints, restructuring/unbundling, rulemaking, and enforcement matters.  In addition to individual representations, Lisanne has represented formal and informal groups of companies in energy regulatory litigation and policy advocacy matters. 

Along with her litigation practice, Lisanne counsels energy clients with respect to energy regulatory issues that arise in commercial, strategic planning, and transactional matters.  She has substantial experience in the drafting and negotiation of various commercial arrangements, particularly involving natural gas transportation, storage, and commodity transactions.  Lisanne also lectures to public and private groups on various natural gas federal regulatory topics, and assists clients in the development of energy regulatory compliance programs.

Representative Experience 
Serve as project and regulatory counsel for East Coast interstate natural gas pipeline company; matters include various capacity expansion projects, interconnection with proposed new LNG terminal; gas quality/interchangeability tariff change proceedings; counselling, advocacy and compliance activities involving various  FERC oversight matters such as Standards of Conduct.

Counsel several limited jurisdiction (Hinshaw and 311) storage and pipeline companies with respect to FERC regulatory compliance matters.

Represent several U.S. natural gas LDCs in matters pertaining to FERC regulation, including prosecution of NGA Section 7(f) and limited jurisdiction blanket certificate applications, participation in major NGA Section 4 pipeline rate proceedings  as well as tariff change and other pipeline FERC filings, prosecution of FERC complaint proceeding, participation in rulemaking and other policy change proceedings; representation and counselling in self-report and other FERC Office of Enforcement informal investigation matters; and counselling with respect to regulatory and commercial issues affecting gas commodity and services transactions.

Counsel and represent energy trading companies with respect to natural gas marketing, trading, asset management and asset transfer transactions, as well as regulatory matters arising in cross-border transactions and general regulatory compliance matters.  Recent  matters include securing regulatory and other approvals for transfer of gas trading portfolio, advising client with respect to long-term LNG import transaction; establishment of FERC compliance program and training regarding same.

Represented natural gas storage project in transactional and regulatory matters; negotiated and drafted project transaction documents; represented company in successful defense of FERC complaint proceeding, prosecution of FERC NGA Section 7(c) certificate authorizations, and development of FERC pipeline regulatory compliance program.

Represented electric generation plant in negotiation of pipeline interconnection arrangement, long-term firm transportation service agreement, restructurings caused by plant deferral,  buyout of transportation agreement, and  in various FERC proceedings pertaining to these transactions. 

Advised waste energy capture developer with respect to FERC regulatory policy matters involving interstate gas pipelines.
