Julie C. Mendoza has over two decades of experience skillfully defending a broad range of clients in major cases under U.S. import relief law and in U.S. customs matters. She practices before the U.S. Department of Commerce, the U.S. International Trade Commission, the Office of the United States Trade Representative, the U.S. Bureau of Customs and Border Protection, and various other U.S. government agencies, including the U.S. Court of International Trade, and the U.S. Court of Appeals for the Federal Circuit.
As counsel to foreign manufacturers, Julie has advised foreign governments on a variety of bilateral and multilateral trade negotiations including the Uruguay Round, negotiations related to the World Trade Organization's (WTO's) Agreement on Safeguards, bilateral subsidies agreements, framework agreements on trade and investment, and the negotiation of Voluntary Restraint Arrangements on steel.
Julie has an active practice in the area of WTO dispute resolution and has argued on behalf of clients before the WTO Panels and the WTO Appellate Body. She and her partner, Donald Cameron, advised the Government of Korea in the successful WTO challenges to the U.S. safeguard actions on line pipe and certain steel products (AB-2001-9 and AB-2003-3). She also advises clients involved in NAFTA dispute settlement proceedings and has argued on behalf of clients before NAFTA Panels. Given her recognized expertise in the areas of dumping, subsidies and safeguards, she is frequently invited to speak at conferences and seminars sponsored by the WTO Secretariat in Member countries on topics of international trade practices and remedies.
Julie is fluent in Spanish and has worked extensively in Latin America on a wide variety of trade matters.
Presentations and Speaking Engagements
Julie has presented numerous seminars and conducted a variety of training sessions on international trade issues, including:
- U.S. Agency for International Development (USAID)-sponsored seminar regarding recent issues arising in WTO dispute resolution and the implications for Member governments. Kaye Scholer designed this seminar for Egypt's Ministry of Foreign Trade and Industry. (April 2005)
- USAID, Secretaría de Integración Económica de Centroamérica (SIECA) and Government of El Salvador-sponsored seminar on the World Trade Organization Agreements on Antidumping, Subsidies and Safeguards and the Impact of Recent World Trade Organization Panel and Appellate Body decisions on these agreements, San Salvador, El Salvador. The seminar was presented to officials in El Salvador's Ministry of Economy who engage in the administration of international trade agreements and international negotiations. (September 2002)

Three-day training seminar for officials at Venezuela's Comisión Antidumping y Sobre Subisidios with special session for representatives of the private sector on their role in unfair trade investigations. - Seminar sponsored by the leading business organizations in Argentina, Brazil and Chile -- Unión Industrial Argentina (UIA), Sociedad de Fomento Fabril (SOFOFA) and Confederacao Nacional da Industria (CNI) -- regarding the World Trade Organization, Dispute Settlement and Effective Business-Government Relations. Seminar targeted for leading private-sector representatives. Held at three different sites for the leaders of each respective business community: Buenos Aires, Argentina; Santiago, Chile; and Rio de Janeiro, Brazil. (April 1998)

Intensive, weeklong seminar for senior trade officials of the Government of Taiwan offering perspectives of U.S. trade policy and compliance with World Trade Organization rules. (April 1996)
Government of Argentina-sponsored training seminar on "Specific Issues in Unfair Trade Investigations," Buenos Aires, Argentina. A seminar for officials in Argentina's Comisión de Comercio Exterior (CNCE) which included a separate session for representatives of the private sector on their role in unfair trade investigations. (September 1995)
