Representative Experience
Represents ports, terminals, cruise, container, bulk cargo vessel owners, transportation intermediaries, shippers and insurers before federal courts and agencies on matters affecting rate regulation, competition issues, vessel safety and marine environmental protection. 

Represents subjects of investigations, complaints and enforcement actions before the Federal Maritime Commission, the Surface Transportation Board and other Federal Agencies.

Advises domestic and international clients on U.S. antitrust and trade restrictions incident to transport of goods by sea, including import-export compliance issues, licensing, and federal restrictions on trade with particular nations.

Advises and represents in federal litigation before all levels of the federal court system ports, local governments, and private industry clients on permissible constitutional boundaries for state and local action in matters affecting marine safety, operations  and environmental controls.
