Technology Export Encouragement Circular - 关于鼓励技术出口的若干意见

On December 7, 2009, The Ministry of Commerce (MOFCOM) and the Ministry of Science and Technology (MOST) jointly published a circular containing opinions supporting the export of technology. This circular may affect enterprises that deal with technology exports. The government will focus on aspects like patent right transfer and license, enjoyment of preferential enterprise income tax, extension of re-financing channels, IPR protection, and encouraging a multi-national company to establish R&D institutions in China and enterprise to merge, and acquire offshore High and New Technology Enterprise.
