Anna James serves as Manager for State Government Affairs for Troutman Sanders Strategies. Anna provides an array of government relations expertise at the state level in the areas of healthcare, education, capital outlay, procurement and appropriations. In addition, she consults on a number of matters including: impact of federal health reform, business development opportunities with government and healthcare financing needs for providers.

Prior to joining Troutman Sanders Strategies, Anna was the Director of Government Relations for Virginia Commonwealth University as well as VCU Health System. She worked with the Governor’s Administration, the General Assembly and the Virginia Congressional Delegation on issues of higher education policy, Medicaid and Medicare reimbursement, physician issues, higher education funding needs and regulatory matters.

Anna also served as Director of Policy at the Virginia Association of Health Plans (VAHP) where she advocated for eleven national health plans on the issues of mandated benefits, assignment of benefits, Medicaid Managed Care, health information technology and healthcare transparency.

In addition, Anna worked as Special Assistant to the Governor for Policy during the administration of Governor Mark Warner. During her three year tenure in the Governor’s Policy Office, Anna established and oversaw the Governor’s Healthy Virginians initiative as well as counseled the Governor on issues such as teacher quality, k-12 education, procurement, capital outlay, healthcare and higher education. Anna recently received her M.B.A. from Virginia Commonwealth University. 

Representative Experience
Implemented a successful state government relations strategy resulting in $137 million in bond appropriations for higher education capital projects.

Increased Medicaid reimbursement and indigent care funding at a local academic medical center 26 percent, or by $30 million dollars over three years.

Played an integral role in reforming current Certificate of Public Need (COPN) statute.

Advocated on behalf of health plans on the areas of mandated benefits, health information technology, assignment of benefits, coordination of benefits and Medicaid Managed Care.

Worked with the Bureau of Insurance on issues of mutual concern to national health insurers.

Coordinated federal legislative and budget efforts to secure multi-million dollar appropriations for defense contracts and cancer care.
