“Groundbreaking Lawyers” in D.C. honored by utilities publication

Washington partner Cliff Sikora and office managing partner Kevin Fitzgerald were honored as 2009 Groundbreaking Lawyers in the November issue of Public Utilities Fortnightly magazine.

Magazine editor-in-chief Michael Burr explains how the two got selected: “We conducted a survey of in-house counsel at utilities, PUCs and trade associations, seeking nominations of attorneys who have distinguished themselves with exemplary work in a range of practice areas. With those nominations as a starting point, Fortnightly's editors developed the magazine's first-ever hot list of groundbreaking lawyers.”

Sikora also was quoted extensively in the accompanying article, which examined the shifting regulatory and policy landscape in the nation’s capital. The article questioned whether FERC will need to assert its authority to establish clearer rules for transmission planning and cost allocation – or do nothing.

“Pushing down a federal policy on states isn't going to work,” says Cliff Sikora, a partner and co-lead of the energy practice group at Troutman Sanders. “Ultimately there has to be a partnership, where a state can make its decisions as to how it wants to source its energy, and those decisions go hand-in-glove with federal policy. How that partnership gets worked out has yet to be seen, but it has to be reconcilable.”
